Substitute Teacher

POSITION: Substitute Teacher

DESCRIPTION

A substitute teacher is a very important person to students, to the school staff and to the community. No substitute teacher is committed to any specific school, but rather steps in at a moment’s notice and helps to maintain continuity. While the absence of the regular teacher can mean an interruption of the educational program, the District Superintendent or Designee or building Principal will utilize the substitute list to contact a qualified and well prepared Substitute Teacher to ensure that no class is left uncovered on any given day, and in dire emergencies, uncovered for no longer than two class periods from the start of each day.

MAJOR DUTIES AND RESPONSIBILITIES

  • Reports  to  the  school  office  when  contacted  to  sign  in  and  pick  up  required material/schedule of classes and the end of the school day to return materials;
  • Carries out a program of study prescribed in the lesson left by the classroom teacher;
  • Creates a classroom environment that is conducive to learning and appropriate to the maturity of the students;
  • Guides  the  learning  process  towards  the  achievement  of  the  curriculum  goals  and objectives as indicated in the lesson plans for the lessons, units, or projects assigned;
  • Maintains a neat and orderly classroom; straightens chairs, tables, clears chalkboard, etc.
  • Maintains as fully as possible the established routines and procedures of the school and classroom to which assigned;
  • Maintains accurate, complete and correct records as required by law, district policy and administrative regulation pertaining to teacher and students;
  • Maintains a professional appearance as an example to students;
  • Takes attendance in accordance to school procedures;
  • Employs instructional methods and materials that are most appropriate for meeting lesson objectives;
  • Insures that students are never left unattended in the classroom;
  • Knows procedures for referring students with disciplinary problems;
  • Takes all necessary and reasonable precautions to protect students; equipment, materials and facilities;
  • Performs other related duties consistent with the position as directed by the respective Principal or Superintendent.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree in a teaching area from an Accredited University or College

TERMS OF EMPLOYMENT

  • On an as needed basis only and/or when called upon by the district
  • Complaints made by a Superintendent or School Principal about a Substitute Teacher may result in the removal of the substitute from the Substitute Teacher listing.

Storeroom Helper

POSITION: Storeroom Helper

DESCRIPTION

The employee in this position receives instruction from the store manager and works closely with the manager in receiving, storing, and distributing inventory and equipment as well as maintaining records. Work is reviewed for efficiency and effectiveness by the supervisor.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Assists with acquisition, distribution and storage of all office and school supplies;
  • Assists with organizing and distributing supplies;
  • Assists with maintaining an electronic or manual inventory of all supplies pickups and drop off;
  • Picks up/Drops off materials to schools and activity centers according to the schedule;
  • Assist callers with inquiries about merchandise and services;
  • Use courtesy response to telephone and customer inquiries;
  • Assist with receiving and inspecting supplies, equipment and other merchandise;
  • Assist with the proper storage of all merchandise;
  • Performs other related work or duties as required.

DESCRIPTION

This position performs work on assignments not limited to ordering, receiving, storing, and issuing materials, supplies, and equipment as well as maintaining electronic records of supply transactions for the Department of Education. Incumbent must verify electronically or manually that supplies received are listed on requisitions and invoices and ensure that supplies and equipment are stored in a computer database or other designated area.

This employee is responsible for the entire layout of the storeroom and all items therein.  Work is reviewed for efficiency and effectiveness by the supervisor.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Responsible for acquisition, distribution and storage of all office and school supplies;
  • Responsible for organization of all stored supplies and their distribution on a needs basis;
  • Responsible for compiling and maintaining an electronic or manual inventory of all supplies pickups and drop off;
  • Assumes responsibility for organizing , updating and maintaining  inventories and records of all office and school supplies in the warehouse;
  • Plans layouts of storeroom and other storage areas considering turnover, size, weight and related factors;
  • Advises employees on methods and use of equipment in handling and storing problems;
  • Studies, records and recommends remedial action for reported non-usable, slow-moving excess stock;
  • Schedules the pick up of materials with other schools, activity centers and other locations;
  • Schedules work for special and periodic inventories;
  • Traces history of items to determine reasons for discrepancies between inventory and stock-control records;
  • Ensures  and  facilitates  the  appropriate  actions  for  any  inconsistency  between  purchase  orders  and shipments received or due action requests in regards to damaged items or shortages;

POSITION: STATE DIRECTOR OF SPECIAL EDUCATION

DESCRIPTION

An individual selected for this position will be directly responsible for the planning, designing, organizing, conducting, and implementing the Department's initiatives within the Special Education Program. This individual will be responsible for the supervision of personnel assigned to the State Special Education Division. He or she will work under limited supervision of the Commissioner of Education or the Assistant Commissioner with considerable latitude in the use of initiative and independent judgment.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Monitors, organizes, administers, and provides leadership for activities and personnel of Special Education
  • Program and Educational Diagnostic Services with increased student achievement as the goal;
  • Establishes strategies for maintaining quality control for all work undertaken by the Division;
  • Monitors and analyzes needs of the Districts in terms of serving special need children;
  • Monitors Special Education and Educational Diagnostic Services staffing needs for the District and
  • recommends the appropriate actions;
  • Monitors the needs of Special Education and Educational Diagnostic Services personnel within the territory;
  • Plans for and conducts/facilitates in-service activities for teachers of students with disabilities in accordance with CSPD plan developed by SEA;
  • Monitors the supervision of Special Education and Educational Diagnostic Services personnel at the state level;
  • Monitors the development/adoption of procedures that comply with territorial policies on special education;
  • Formulates and develops plans, procedures and programs to ensure that the territory is in compliance with laws (federal and local) relating to Special Education;
  • Works with principals, supervisors and/or coordinators and other staff members in Program development and implementation in accordance with territorial policies;
  • Develops a territorial budget as well as cost estimates for various tasks and projects that ensures the efficient and effective allocation of resources;
  • Prepares and writes major proposals and reports for the territory;
  • Prepares written reports discussing the status of Special Education within the Virgin Islands;
  • Researches, designs, develop, evaluate, and review policies and policies and manuals dealing with Special Education;
  • Researches and develops long-range training goals and objectives;
  • Develops communication procedures with both the Program and the Department of Education to insure that professional personnel are aware of the functions of the Program and their responsibilities;
  • Uses a variety of technologies to enhance management of resources and program;
  • Monitors a continuum of services that responds to individual educational needs and family characteristics;
  • Monitors and establish guidelines for incorporation of post school outcomes for individuals with exceptional learning needs in the general curriculum standards;
  • Monitors a plan to provide instructional and assertive technologies;
  • Develops and monitors flexible service delivery that addresses the range of needs of individuals with
  • exceptional learning needs;
  • Develops, monitors and maintains prevention strategies and programs;

POSITION: INDUSTRIAL EDUCATION INSTRUCTOR DESCRIPTION

Description

This is a standard position description for use in the Public Educational System of the United States Virgin Islands. Vocational education teachers have personal experience in skill-based occupations (such as masonry and plumbing) and, in the classroom, they help students develop those same skills. Also called career and technical education teachers, they work in public junior and senior high schools. This is a ten-month position. Teaching professionals are represented by the American Federation of Teachers (AFT). Certification in an academic subject area and instructional level is required. A teacher works under the general supervision of a Principal, Assistant Principal, or other administrator.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Instructs through lectures, discussions, and demonstrations and hands-on training;
  • Establishes and enforces rules for behavior in the classroom;
  • Enforces all administration policies and rules governing students;
  • Establishes clear objectives for all lessons, units and projects, and communicates those objectives to students;
  • Prepares materials, classroom, and laboratory for class activities;
  • Adapts teaching methods and instructional materials to meet students’ varying needs and interests;
  • Maintains accurate and complete student records as required by law, district policies, and administrative regulation;
  • Assigns and grades class work and homework;

MINIMUM QUALIFICATIONS

Basic qualifications are established by the Virgin Islands Vocational Board.

  • Bachelors degree in Industrial Education, Mechanic and Repair Technology, Engineering Technology or a related field or
  • Associate’s degree in Industrial Education, Mechanic and Repair Technology, Engineering Technology or a related field; or
  • Two years of post secondary trades school training and at least five years of progressively responsible experience; or
  • Completion of the twelfth school grade, and ten years of progressively responsible experience in two or more building trades such as plumbing, electrical wiring and carpentry, or in mechanical or refrigeration work, at least two years of which were in a supervisory capacity.
  • Proof of United States citizenship or permanent residency or work authorization.
  • Demonstrate good moral character (through submission of police records and three letters of professional recommendation or submission of a professional rating form provided by the Department.)
  • Proof of good health (through submission of a physician’s statement)
